Can moisture retentive soil be an issue with outdoor potted plants?

So i'm upsizing the plastic nursery pot of a new oleander tree however i noticed after watering that it takes a while for the water to drain through and the soil seems pretty dense (almost muddy) so i'm a little worried that down the track this might cause issues with root rot.I used 2 parts potting mix, 1 part coco coir, 1 part perlite and a handful of compost, i figured since this plant will be in a full 8hr+ sunlight position this might not be an issue but i'm used to taking care of houseplants where drainage is absolutely crucial and i'm pretty new to outdoor gardening. Can anyone please help? Can issues with moist soil be solved by just watering less frequently?

Our garden is absolutely full of weeds and clover and they're all around the plants. How do we fix this? A lot of the plants are too close together to use a machine for it. We don't want to lose our garden
