Newbie advice needed

I’d like to make my 2 upstairs balconies into butterfly and bee havens. I live on a Greek island (zone 9a) and don’t have great access to plants but I can get seeds.Can I get some advice for a newbie gardener, on what are the best seeds to grow? One balcony gets the morning sun but not the scorching midday sun and the other only gets the evening sun if that makes a difference
